CONSULTANCY TO CONDUCT COLLECTION OF PROJECT RESULTS AND SUCCESS STORIES

BACKGROUND

The Youth Agenda (YAA) is an independent, national, non-profit non-partisan youth organization duly registered with the Government of Kenya. Founded in 1996 Youth Agenda has been a leading advocate for young people by developing their capacity and consistently engaged in advocacy to protect and promote youth access to political, economic and social opportunities. Youth Agenda is a membership organization of youth organizations.

CONTEXT

Youth Agenda is currently concluding the Kenya Accountable and Inclusive political processes (KAIP) Program which was a 14 months program. The Program was being funded by the United Kingdom’s Department for international development (DFID) through Development Alternatives Incorporation (DAI) which acted as the managing agent for the Deepening Democracy Programme.

The KAIP program began in July 2018 and is scheduled to end in September 2019. The program was implemented by a consortium of partners including National Democratic Institute as the lead Partner, Kenya Women Parliamentary Association (KEWOPA) and Siasa Place being the other partners.

The program main focus was to strengthen the oversight and representation focus of women MCAs in the CIDP’s annual program implementation and budget processes, facilitate the development of women MCA caucuses to support members’ collective action, increase the demand from youth-led groups on specific initiatives in the CIDP annual implementation, improve responsiveness of youth MCAs to constituents, and generally increase legislative and citizen oversight on the CIDP annual process, and to contribute to accountable service delivery in the target counties.

In the Program, Youth Agenda implemented a series of learning and strategy meetings for youth leaders and youth-led groups. The meetings identified youth representatives in two counties of Tharaka Nithi and Trans-Nzoia, provided training and resources to help the youth representatives conduct a citizen audit of county development projects and organize community meetings on the findings. In addition, YAA organized meetings with county governments to discuss the findings of the audits and provided an opportunity to advocate for community priorities.

 

PROJECT OUTCOMES AND OUTPUTS

Impact: More accountable and inclusive governance in the management and implementation of the CIDP program in select counties

Outcome: Improved accountability in the management of goods and services for select county governments in the implementation of CIDP

Output 3: Increased demand from youth-led groups on specific initiatives in the CIDP annual implementation

Output 4: Improved responsiveness of youth MCAs to constituents and increased oversight on the CIDP annual process.

CONSULTANCY PURPOSE AND OBJECTIVES

The purpose of this consultancy is to provide an independent investigation of the project in order to identify and collate project results. This will be based on an examination of the project’s logical framework and theory of change. Further the analysis will focus on identifying relevant lessons learned and best practices.

The results to be collected with be based on the activities collected around the outcome and outputs provided in the project.

The specific objectives of the evaluation are to:

  • Identify and describe the outcomes (expected and unexpected) from the project implementation.
  • Identify and develop success stories/stories of change.
  • Identify good practices and lessons learned related to the project operational contexts, actors engaged, strategies applied in the implementation and changes observed.

 

The key recipients and users of the evaluation is YAA, KAIP partners, DDP and DFID

SCOPE OF THE WORK

Though the program does not end until September 30, 2019, the result collection and collation will cover all project activities from July 2018 to July 2019.

APPROACH AND METHODOLOGY

The consultant will use an Outcome Harvesting (OH) methodology to collect, analyze, validate and synthesize the changes that the program created. Outcome harvesting collects evidence on what has been achieved and then works backwards to determine whether and how the program contributed to the change.

The consultant will engage the project team and target actors in identifying and documenting significant outcomes realized during the project implementation.

The consultant will clearly describe and customize the Outcome Harvesting steps and outline how these will be used practically during data collection. Information will be collected or “harvested” using a range of methods to yield evidence-based answers to useful, actionable questions.

The outcomes information will be collected through:

  • Reviewing the project documents, including monitoring data on the outputs and outcomes
  • Engaging with “focal points” (YAA KAIP project staff and key participants)
  • Conducting interviews with YAA KAIP project team to expound on the identified outcomes and generate more significant outcomes
  • Validating findings with project stakeholders
  • Identifying story of change in consultation with the program team

 

OUTPUTS AND DELIVERABLE

The consultant will be expected to deliver the following;

  1. Inception report, work plan, and data collection tools
  2. Raw and synthesized data, interview and discussion transcripts, draft outcomes
  3. Draft evaluation report
  4. Report review with YAA and NDI program team
  5. Final Result and success story report.

 

TEAM REQUIREMENTS AND QUALIFICATIONS

a) Qualifications

YAA seeks to engage a consultant with vast knowledge of outcome harvesting approach and democracy and governance programming to conduct this evaluation.

Evaluation expert

  • Degree in Monitoring and Evaluation, Social Sciences or any other relevant field
  • Demonstrable previous experience in collecting project results using outcome harvesting approach
  • Experience in democracy and governance programming
  • Experience working with politicians, government officials and complex political processes.
  • Strong understanding of communities, civil society and their interaction with government.
  • Strong analytical abilities
  • Excellent writing skills
  • Team player and willingness to work with staff members from multiple organizations, in multiple countries, to discuss the administrative and technical pieces of the evaluation.
  • Fluency in English, Kiswahili a plus.
  • Youths between the ages of 18-35 are highly encouraged to apply for the consultancy.

The evaluator will work closely with the YAA monitoring and Evaluation officer, the YAA KAIP project officer and NDI’s Project team.

The consultancy will take place during late July or early August. Specific timeframes applicable to this evaluation, including timings for all deliverables, are set out in the table below:
